I just bought a Dell pc and this bldbubg.exe came with it in the "run"
I checked all the search engines online and the best anyone of the process libraries came up with was
StartupList Deep Dive
!! THIS IS A STARTUP PROGRAM AND NOT A TASK MANAGER PROCESS ITEM !!

So I got out on the Dell web site and found a much better description... as a public service I would recommend adding the following explanation to your guide.

There are four files involved, near as I can tell for sure,
%systemdrive%:\%windir%\$OEM$\cmdlines.txt
%systemdrive%:\dell\setbubg.exe
%systemdrive%:\dell\bldbubg.exe
%systemdrive%:\buildbu.bat
toward the end of an installation of Windows, the cmdlines.txt file is read and processed. This file reads as the following
[Commands]
"REGEDIT /S c:\dell\Internat.reg"
"REGEDIT /S c:\dell\RestDump.reg"
"cmd /c c:\dell\setbubg.exe"
"cmd /c del c:\dell\setbubg.exe"
As you can see here, the setbubg.exe file is executed and then deleted. In the setbubg.exe process, an entry is entered into the registry location
HKLM\Software\Microsoft\Windows\CurrentVersion\Run
to launch bldbubg.exe, so that on each consecutive startup of Windows the program is executed until it has completed it's operation. Upon completion of it's operation the buildbu.bat file is created which contains the following
del c:\dell\bldbubg.exe
del c:\mfg\bldbubg.exe
del c:\buildbu.bat
and an entry is entered into registry location
HKLM\Software\Microsoft\Windows\CurrentVersion\RunOnceEx
to launch buildbu.bat at the next startup which completes the execution and deletion of all files involved.
Now, what does all this do? It creates the sourcefile location on the local harddrive c:\i386 for further Windows modifications, i.e. adding solitaire. Not just copying the source files from the CD to the harddrive but uncompressing them as well. It doesn't appear to copy all files, just the ones that relate to this particular system. What I mean is that on the CD there are approximately 4100 files in the i386 folder, after bldbubg completes the local i386 folder will have approximately 3600 uncompressed files within.

We don't know what it does, that is why it is listed the way it is in the list. We know that it is part of the software installed on Dell machines, but we don't know it's exact function.
If and when we can find that out, we'll update the description to make it more clear.
